Kentucky is well-endowed with coal, the foundation (60 - 90%)

of electricity-production in the 5-state ECAR region, now safely operating with an 11% capacity margin.

Data indicates Kentuckians are well-served by the Public Service Commission.

This enables, for KY, the nation's third-lowest price of electricity, and little motivation to embark in the turbulence of deregulation.

Ohio became deregulated on 2001 01 01.

Utilities serving Ohio are looking for electricity.

KY's current surplus could meet the OH need,

2002 Mar 13  Tom Dorman, Executive Director, PSC, stated,

before the KY Senate Committee on Agriculture and Natural Resources:

Transmission capacity in Kentucky is 6x what is needed.

 

We conclude there is absolutely no need for Kentuckians to fear "rolling blackouts" or spiking cost of electricity.  But we are concerned about the quality of our common pool of air, and the safety of our homes.

The energy market is troubled by the spasms of global deregulation and the 62 states who desperately seek market-supply of electricity.  The new ground was especially soft in California.  Already, some states are choosing not to pursue deregulation.

This is a good time to have the benefit of a Public-Serving Commission steering a steady boat through this turbulence.  The current contract between the PSC and Cinergy provides stability through 2006.

While Ohio needs a little power, its vast border with surplus providers WV and PA, and vast resources within, provide alternatives to production on the most polluted point on I-75 in Kentucky, where thousands of hapless residents have already had enough -- from nearby coal plants, freeways, railroad, and airport. 

South-bound tourists ought to see and smell a clean difference as they enter natural Kentucky, "the meadowLand of tomorrow".  We do not need 1Billion BTU combustion in dense residential neighborhoods at the gateway to Kentucky!

 

Senate Bill 257 is co-authored by many after a strong start was established in HB-540.  While Representative Jon Draud carried this legislation from the Citizens, enlisting statewide expertise,  Senator Ernie Harris is serving as sponsor of SB-257, while co-chair of the Task Force on Electricity Restructuring.

This bill enlists PSC management and multi-disciplined analysis to professionally address emergency consequences to residential security and the stability of Kentucky electricity, brought about principally by the 2001 deregulation of the Ohio market.

 

SB-257 will assure:

·                     an optimally effective statewide electrical supply,

·                     long-range planning toward intelligent use and protection of KY resources

·                     protection of residential neighborhoods,

·                     protection of the state-wide Kentucky atmosphere

 

   enhancing quality of Life for Kentucky residents

   enhancing  Kentucky appeal to tourists --

   Kentucky appeal that may win the Hyundai plant,

   and other opportunities yet to unfold.

 

 

The cost to Kentucky for not passing this bill, may be hard to swallow (inhale)

for many children to come.

What can i do?   Join us Tuesday outside the Capitol in Frankfort, at 1:30, to encourage House Majority Floor Leader Rep. Greg Stumbo to put the Bill on the roll.

 

Already passed 84 - 14 from the House (HB-540), and 36 - 0 from the Senate (SB-257), this converging legislation SB-257 must not be denied by a state-wide leader subverting his sworn duty to serve all the people of Kentucky.

 

Representative Stumbo, we await another command leadership performance,

as you provided in supporting the Governor's efforts to bring Hyundai jobs to Kentucky.  Jobs or Pollution  --  It's your choice!
